Korea Tax Refund & Duty-Free: Downtown vs Airport (2025 Updated Guide)

Duty-Free vs Tax Refund: What’s the Difference?

Duty-free purchases are sold without VAT and certain consumption taxes at licensed duty-free stores (downtown & airports). By contrast, a tax refund means you first pay the VAT at regular shops and claim it back before departure via airport/port counters or downtown refund booths. At select certified stores, you may receive an Immediate Tax Refund at checkout (see limits in s2). This distinction matters for your itinerary and receipt handling.

Eligibility & Purchase Limits (2025 Rules)

Who qualifies: non-Korean residents staying < 6 months; overseas Koreans staying < 3 months with long-term overseas residence or PR. Goods must be new, unopened, and unused, and you must depart within 3 months of purchase. Immediate (in-store) refunds apply when a single payment is ≥ KRW 15,000 and < KRW 1,000,000, with a trip-total cap of KRW 5,000,000. Downtown refund booths accept receipts up to KRW 6,000,000 per receipt. USD figures below use ~KRW 1,425 per USD (2025-10-13).

In-Store Immediate Tax Refund (Step-by-Step)

1) Confirm the Tax Free/Tax Refund logo at the shop entrance or till. 2) Present your passport and request a tax refund. 3) At checkout, the system applies the refund within the set limits; keep the receipt(s) until departure. If a purchase exceeds the immediate-refund limits, switch to downtown or airport procedures (s4, s5). Keep items unopened/unused.

When Immediate Refund Isn’t Available

Use a downtown refund booth or the airport counter/kiosk. Carry your passport, receipt(s), and items.

Downtown Refund Booths (How-to & Where)

Bring your passport, VAT refund receipt(s), and purchased items. Per-receipt limit is KRW 6,000,000. Refunds are paid in cash or to cards/e-wallets (varies by operator). You may still need to complete a brief confirmation at the airport (e.g., kiosk scan) on departure.

Airport & Port Refunds — Incheon Focus

Flow: Check in → scan passport at kiosk → if prompted, visit Customs with unopened items & receipts → re-check inspected baggage at the oversize belt → after security, proceed to a refund counter in the duty-free zone for cash payout or card credit.

If Your Items Are in Checked Baggage

Inform airline staff at check-in that you have tax-refund items. Your bag will be tagged for Customs inspection; reclaim it, show items/receipts to Customs, then place the cleared bag on the large-item conveyor beside the Customs desk.

How You’re Paid & Typical Timing

Payout methods include cash, international credit cards, and Alipay/WeChat Pay. If you use a drop-box or non-cash channel, refunds often post within 1–2 months, but this varies by operator and card issuer. Fees and FX spreads can reduce the final amount; choose the payout channel you prefer.

Troubleshooting & Edge Cases

If the kiosk flags your purchase for Customs inspection, bring unopened items, receipts, and your passport to the customs desk. If a counter is closed, follow the on-site instructions to place your documents in the designated box; approved refunds are credited to your card/e-wallet later. Cosmetic surgery VAT refunds are available to eligible non-residents at participating clinics. Prohibited/restricted items remain subject to Customs law regardless of tax status.

Cosmetic Surgery VAT Refund (Overview)

Eligible non-residents (stay < 6 months) can receive a VAT refund on qualifying procedures (≥ KRW 15,000) at affiliated institutions before departure.

Prohibited/Restricted Goods Note

Examples include firearms, narcotics, and CITES-listed wildlife products. All such items must meet clearance requirements irrespective of tax refunds.

Pre-Flight Checklist

Keep your passport and refund receipts together; maintain items unopened and unused; understand immediate vs. downtown vs. airport flows; plan for checked-baggage inspections; decide payout method; double-check Incheon T1/T2 desk hours and kiosk availability.
